Julius Genachowski, Chairman of the Federal Communications Commission (FCC) announced two new principles to guide the Internet and ensure Net Neutrality. The FCC also launched OpenInternet.gov, which will track progress towards a neutral and open Internet, and will begin the formalization of rules to guide their basic principles.

"The key to the Internet's success has been its openness. The Internet was designed to be future proof. To support ideas, products and services that today's inventors have not yet imagined. This openness has made the Internet an indespensible driver of innovation, economic growth, competition and democratic engagement."
--Julius Genachowski, Chairman of the FCC

In order to ensure the openness of the Internet, the FCC is proposing to ensure that broadband providers cannot discriminate against specific content or applications and must make their network management practices transparent.

Because broadband providers are continually expanding their businesses into new areas like phone and cable TV service, it is important to ensure that they do not proceed with unfair business practices such as stifling the bandwidth to their competition or any other Internet content. So the steps by the FCC to add new principles detailing Net Neutrality and to adopt rules to govern it is a good thing for consumers.
